电动助力车用电池三包政策探讨与建议

Discussion and suggestion on the Three Guarantees policy for electric bicycle batteryies

随着现代市民生活习惯以及网络科技的迅速发展,电动自行车不单是上、下班的代步工具,也是快递业、外卖业的送货工具。电动自行车的出现和普及为城市节能减排做出了巨大贡献,其中动力电池作为电动自行车的动力源,其使用寿命倍受消费者关注。笔者通过对国标要求、用户使用方式、电池退回分析,及三包政策等进行探讨,提出了新三包模式的设想。

With the rapid development of modern citizens’ living habits and network technology,electric bicycles are not only a walking tool on and off duty, but also a delivery tool for express delivery industry and takeaway industry. The emergence and popularization of electric bicycle has made a great contribution to the urban energy saving and emission reduction, among which power battery, as the power source of electric bicycle, its service life has attracted much attention from consumers. This paper discusses the requirements of the national standard, the way of user use, the analysis of battery return and the three packs of policies, and puts forward the ideas of new Three Guarantees policy.
