摘要
在对资源环境承载力内涵深度理解的基础上,从社会经济、环境保护、资源利用3个方面构建了资源环境承载力测度的指标体系,应用集对分析法,对皖江城市带2007~2016年十年间的资源环境承载力变化态势进行了测度。发现:资源环境承载力大小与社会经济子系统之间呈明显的正相关关系,皖江城市带资源环境承载力近年来向好的方向转归的趋势较为明显。基于测度结果,针对皖江城市带当前的经济发展模式,从顶层设计、制度安排、府际合作、产业引导和主体协同五个方面提出了相应的调控路径。
Based on a deep understanding of the connotation of resources and environment carrying capacity, this paper constructs an index system for measuring resources and environment carrying capacity from three aspects: social economy, environmental protection and resource utilization. And then the set pair analysis method is adopted to measure the change trend of resources and environment carrying capacity in cities along the Yangtze River in Anhui Province from 2007 to 2016. It is found that the resources and environment carrying capacity is positively correlated with the social and economic subsystem, and the resources and environment carrying capacity in cities along the Yangtze River in Anhui Province has obviously turned to a better direction. Based on the measurement results and in view of the current economic development model of cities along the Yangtze River in Anhui Province, corresponding regulation paths are put forward from five aspects: top-level design, institutional arrangement, inter-governmental cooperation, industrial guidance and subjects’ synergy.
