“共建共治共享”视阈下社会组织参与社区治理创新的路径研究

Research on the Innovation Path of Social Organizations Participating in the Community Governance from the Perspective of “Co-construction, Co-governance and Sharing”

党的十九大报告提出要打造"共建共治共享"的社会治理格局,社区作为社会治理的重要主体,"共建共治共享"的模式也将是其治理创新的趋势。目前来看社会组织介入社区参与社区建设已经成为普遍现象,那么在建设"共建共治共享"社区模式中,社会组织应该发挥什么样的作用,在此过程中其参与建设的路径是怎样的呢?通过对于重庆市J社区的个案研究发现:社会组织嵌入社区治理发挥纽带作用,参与到"一核多元,共建体制;协商民主,合作共治;重心下移,共享利益"的过程中,是社区实现"共建共治共享"的可行路径。

In the report of The 19 th Communist Party of China National Congress, it is proposed to build a social governance pattern of "co-construction, co-governance and shared benefits". As an important subject of social governance, the mode of "co-construction, co-governance and shared benefits" will also be the trend of its governance innovation. At present, it has become a common phenomenon for social organizations to get involved in the community construction. Then, what role should the social organizations play in the construction of "co-construction, co-governance and sharing" community model? What are the paths for the social organizations to participate in the construction? Through the case study of J community in Chongqing, it is found that the feasible path is that the social organizations embed in the community governance to play a role as a link to participate in the process of "one-core and multi-element, co-building system;consultative democracy, cooperative governance;sharing benefits".
