小农户和现代农业发展有机衔接的路径找寻:重庆案例

The Search of the Path for Organic Connections between Small-scale Farms and Modern Agricultural Development: An Example of Chongqing

在分析新时代小农户家庭经营的属性及特征,以及新型农业经营主体发展脉络的前提下,基于重庆市4个区县的调研情况,系统梳理促进小农户和现代农业发展有机衔接的四条路径,即提升小农以兴办家庭农场、组织小农以组建农民合作社、带动小农以培育农业产业化经营组织、服务小农以发展农业社会化服务组织。进而得出促进小农户和现代农业发展有机衔接需要因地制宜发展优势或特色产业、提升小农户自我发展能力、建立多形式利益联结机制、健全农业社会化服务体系等经验启示。旨在为推动传统小农户向现代小农户转变提供借鉴与指引。

On the premise of the analysis of small-scale farms' attributes and the characteristics as well as the development path for the new agricultural operating entities,this paper puts forward four methods to promote the organic connections between small -scale farms and modern agricultural development based on the investigation and survey of four districts and counties in Chongqing. The four methods are : transferring small-scale farms into family farms;organizing small-scale farms to set up farmer cooperatives;cultivating agricultural industrialized operating organizations;developing socialized agricultural service organizations. Then,it draws some enlightenments for promoting the organic connection between small farmers and modern agriculture development: to develop advantageous and distinctive industries according to local conditions;to promote the self -development abilities of small-scale farms;to create a multi-form linkage mechanism of interests;and to perfect socialized agricultural service systems. The aim of this paper is to provide references and guides for motivating the transition of traditional small -scale farms to modern small-scale farms.
