中国区域创新与产业结构耦合协调度及其经济效应研究

Study on the Coupling Coordination Degree and the Economic Benefit of Regional Innovation and Industrial Structure in China

基于2006~2015年省际面板数据,通过构建区域创新与产业结构的综合指标体系,利用耦合协调模型与计量模型,分析全国30个省(市)区域创新与产业结构耦合协调度及其经济效应。结果表明:区域创新与产业结构的综合水平指数在样本期间内处于不断上升趋势;全国区域创新与产业结构间整体耦合处于高水平耦合阶段,协调度处于低度耦合协调阶段,不同省份之间差异明显;协调度整体上呈现“东高西低,南高北低”的布局,良性的耦合协调主要集中在长江三角洲、珠江三角洲以及环渤海地区。计量分析结果表明区域创新与产业结构间耦合协调度与经济增长存在正“U”形关系,耦合协调度存在明显的空间溢出性。为此,坚持以创新驱动发展战略作为产业转型升级的关键,精准定位,彰显地区特色优势,缩小地区之间耦合协调度差距,避免其负外部效应出现。

Based on the provincial panel data collected between 2006 -2015,this paper aims to analyze the coordination degree of regional innovation and industrial structure in 30 cities and provinces and its economic benefit through the construction of aggregative indicator system of regional innovation and industrial structure as well as the coupling coordination degree model and econometric model. The results indicate that : the overall level index of regional innovation and industrial structure increases during the sample period;the overall coupling of regional innovation and industrial structure is at high level,while the coordination degree is at low level,and there are obvious provincial differences;the overall distribution is that the eastern and southern parts of the country have high-level coordination degree while the western and northern parts are at low level;positive coordination degree is mainly in Yangtze River Delta,Pearl River Delta and Bo Hai Coastal Region. The result of measurement analysis indicates that there is "U" shape relationship between the coordination degree of regional innovation and industrial structure and the economic growth;there is an obvious space overflow in the coordination degree. Therefore ,measures must be taken,such as taking the innovationdriven development strategy as the core to the industrial transformation and upgrading ,precise positioning,manifesting regional characteristics and advantages,and narrowing down the gap of the coupling coordination degree among different regions to avoid the negative external effects.
