为规范建筑工程设计市场,提高建筑工程设计水平,促进公平竞争,繁荣建筑创作,住建部于2017年初发布了新的《建筑工程设计招标投标管理办法》。但在一些涉及城市地标、重要公共建筑设计时,实践中往往通过方案全球征集的方式,寻求、汇集具有远见、富有创意且切实可行的设计方案,用最先进的理念和国际一流的水准进行城市设计和建设。本文通过对成都天府新区“独角兽岛项目”建设总体设计概念方案全球征集活动的分析,总结了方案全球征集活动的一些经验和需要注意的问题,并提出了应对策略,以期对相关项目的建设工作有所裨益。
