社区全民健身公共服务供给治理是政府、市场、社会组织等多主体协同参与全民健身服务体系建设发展的最基础问题。传统科层制模式下,由于信息的高度不对称、公共理性的缺失,社区全民健身公共服务供给治理主体间形成了非合作博弈关系,并带来官僚体制依赖下独立性侵蚀与治理效率低下、竞争协同机制缺失下供需脱节与权责模糊、联合性协调机制缺失下公共伦理缺失、迭绎循环的困境。立足政府、市场、社区体育组织等主体的行动逻辑进行分析,厘清主体间的逻辑关系,以公共理性为引导构建社区全民健身公共服务供给多元协同共治模式,进而促进政府的职能转变,增强主体的自治能力,提升居民的获得感、满意度。

The management of national fitness public service supplying for the community is the fundamental problem of government,market,social organization and other subjects participate in the construction and development of public health service system.Under the traditional bureaucracy,the height of information asymmetry,the absence of public reason,the multi-agent formed the non-cooperative game relationship in system of supply and management of national fitness public service in the community,and bring the dilemmas of the iterative cycle:depends on bureaucracy,independence erosion and low efficiency of governance,under lack of competition coordination mechanism,the disconnect between supply and demand and the ambiguity of rights and responsibilities,in the absence of joint coordination mechanism,lack of public ethics and the dilemma of the recycling cycle.Based on the action logic of government,market and community sports organizations,to clarify the logical relationship among the main body of national fitness public service in the community,to construct the multi-subject cooperative supply and management mode of national fitness public service supplying in the community guided by public reason.Transforming government functions,enhance the capacity of self-government,improve the residents’ sense of gain and satisfaction.
