社会主要矛盾变化是体育供给侧改革的理论依据。新时代背景下,国民体育需求与消费呈现出个性化、均衡化、高端化、外向化等新的特征。而体育供给侧由于供给主体单一、供给结构失衡、供给方式滞后,存在体育产品和服务供给质量不高、效率不高、效益不高等问题,还无法适应和满足国民的新需要新期待。应以提升人民群众获得感为价值追求,深化体育供给侧改革,强化多元供给,提升体育供给能力;丰富产品供给,优化体育供给结构;创新供给方式,提升体育供给质量,推动体育供给向高层次、高质量、高品质方向发展,着力提升人民群众获得感。
