新疆兵地“互嵌式”社区建设述论——以石河子市老街街道为例

The Study of the Intra-implanted Construction between the XPCC and XUAR’s Communities——Take the experience of the Laojie Community, Shihezi as an example

随着兵团城镇化进程的推进,兵地双方人员相互流动的增多,兵团与地方交错居住的区域会越来越多,社会矛盾和社会问题也会日益凸显。石河子市对兵地“互嵌式”社区建设的探索和创新,创新了构建兵地互助、民族团结的社会治理模式,为维护新疆社会稳定和长治久安做出了有益的探索。

The social conflicts and daily matters would happen more and more overtly comparing with the XPCC’s urbanization process, more and more the population mobility and the interlocking habitation area between the XPCC and XUAR. In order to resolve these problems, the Shihezi Government has explored a Community Construction named “Intra-implanted Community”, and innovated a XPCC-XUAR mutual cooperation, and ethnic solidarity social governance mode. These effects had made a great contribution to the social and political stabilities in Xinjiang.
