深化国企改革背景下,将从严治党要求融入油公司体制机制变革之中,通过加强党员队伍教育管理,充分发挥党员先锋模范带头作用,打赢“扭亏脱困”攻坚战。将党员职责具体化,解决“党员该干什么”的问题,将党员任务模块化,解决“党员该怎么干”的问题,将党内竞赛实务化,解决“创争动力不足”的问题,将群众监督互动化,解决“群众参与率不高”的问题,党员先锋模范作用得到充分发挥。

At the background of deepening the reform in SOEs, it needs to put strengthening Party self-discipline into the reform of oil company system and win the battle of “turning from loss to profit”by strengthening Party member team education and giving full play to the Party member leading role. It needs to make the Party member duty specification to solve the issue on “what a Party member should do”, the Party member task modularization to solve the issue on “how a Party member should do”, inner-Party competition workable to push ahead the competition activity and public surveillance interactive to encourage the Party members participate in it so as to bring their vanguard role into full play.
