摘要
为促进水电等清洁能源的消纳而研究一种合理的利益补偿机制。笔者针对乌江梯级弃水问题,提出一种基于超额累进策略的水火电补偿机制,利用梯级发电、弃水以及电网负荷等实际数据分析了贵州水火电补偿空间,以现行水火发电权交易价格为基准,建立了低谷时段火电机组出力调减幅度与补偿价格的递增变化关系,采用超额累进策略和电量偏差确定火电系统的补偿费用及电站间分摊比例。最后给出了一种水火电补偿机制的具体实现方式,可以为实际应用提供参考。
In order to promote the consumption of clean energy such as hydropower and study a reasonable benefit compensation mechanism,the authors propose a hydro-thermal compensation mechanism based on excess progressive strategy for cascade abandoned water in Wujiang River .The compensation space of hydro-thermal power in Guizhou is analyzed by using actual data such as cascade generation,abandoned water and grid load.Based on the current transaction price of hydro-thermal power rights,the incremental relationship between the output reduction and compensation price of thermal power units in the valley load period is established.The compensation cost of thermal power system and the allocation ratio between power stations are determined by the excess progressive strategy and the energy deviation.Finally,a specific implementation method of hydro-thermal compensation mechanism is given,which can provide reference for practical application.
