多流域、多机型水电远程集控中心存在的风险及应对措施

Risks and Countermeasures Existing in Multi-Basin and Multi-machine Hydropower Remote Centralized Control Center

集控中心作为受控水电厂的异地值班单位,主要承担受控电厂的“中控室”功能,属于调度系统不可或缺的部分,是发电控制、水库调度、生产调度、应急指挥四合一的中心机构。随着集控中心跨流域、多机型机组的全部接入,集控运行的风险也在加大,笔者以大唐广西分公司(红水河)集控中心与其各受控厂站实际运行情况,详细描述该集控中心在远程集控运行中存在的风险及针对风险制定、实施的应对措施,使电网和受控厂站得以安全高效运行。

Centralized control center,as a off-site duty unit of controlled hydropower plant,mainly undertakes the function of “central control room”of controlled power plant.It is an indispensable part of the dispatching system,and is the central organization integrating power generation control,reservoir dispatching ,production dispatching and emergency command.With the full access of interbasin and multi-machine units of centralized control center,the risk of centralized control operation is also increasing.Based on the actual operation of Centralized Control Center (Hongshui River) of Guangxi Branch Company of China Datang Co.,Ltd.and its controlled plants and stations,the author describes in detail the risks existing in the remote centralized control operation of the centralized control center and formulates and implements corresponding countermeasures to the risks,so as to ensure the safe and efficient operation of the power grid and the controlled plants and stations.
