城市化进程中失地农民养老保险问题研究——基于杭州大江东产业集聚区的样本分析

为了调查城市化过程中失地农民养老保险的现状,探索为失地农民提供合理的养老保障的途径,作者依据抽样方案开展入户访问,在杭州大江东产业集聚区调查111户失地农民家庭,研究分析失地农民养老保险政策与实施现状,以此探索通过更新失地农民的传统养老观念,建立融合社会保险与商业保险的失地农民多层次养老保险体系,从而减轻政府财政压力、提高失地农民养老保障质量。

Field investigation to the pension insurance status of the land-requisitioned peasant during urbanization has been done, in order to explore ways to provide reasonable security for them. Personal in-home interview is applied according to the sampling scheme to obtain the first-hand information of 111 families, which is the base of analysis on the Pension Insurance Policy for Land-requisitioned Peasant and the implementation. A multi-level pension insurance system combined with social insurance and commercial insurance is conducive to reduce the financial pressure of government and improve the quality of pension insurance for land-requisitioned peasant, with the premise of renewing the traditional concept of retirement.
