摘要
全面二胎政策的放开有利于优化我国人口结构,缓解老龄化进程,但是全面二胎政策在实施过程中却出现冷遇现象,这与女性得不到充分的社会支持有着莫大的关系。我国女职工在家庭、企业、国家三方面得不到足够的支持,女职工生育保险还存在报销水平低等问题。针对存在的问题,应从加强家庭支持、提高生育保障水平、保障女职工的平等就业权、完善相关公共服务等方面,保障女性职工的生育保险权益,力求在全面二胎政策背景下,促进我国生育保险改革与完善。
The full liberalization of second-child policy is conducive to optimizing China's population structure and alleviating the aging process. However, the comprehensive second-child policy has a cold-spot phenomenon in the implementation process, which has a great relationship with women's lack of adequate social support. Women workers in China do not receive sufficient support in the family, enterprise and state. Female workers’ maternity insurance still has problems such as low reimbursement. In view of existing problems, we should strengthen family support, improve maternity protection and guarantee the equality of female employees. In terms of employment rights and improvement of related public services, the rights and interests of female employees are guaranteed, and efforts are made to promote the reform and improvement of China's maternity insurance in the context of the full liberalization of second-child policy.
