江苏高质量发展水平测度与提升策略

The Level Measurement and the Promotion Strategy of Jiangsu High-quality Development

从创新、协调、绿色、开放和共享五大发展理念入手,构建高质量发展水平测度体系,并通过主成分法对江苏发展质量进行测度和分析。结果显示,2001—2017年间江苏高质量发展指数从0.987提高到4.302,年均增长9.64%,但2012年之后增速放缓。其中,创新发展质量和共享发展质量对江苏高质量发展水平提升贡献最大,年均增速分别达到12.9%和20.54%,而协调发展质量和绿色发展质量的贡献较弱,年均增速分别为1.9%和5.17%,开放发展质量和协调发展质量均呈现回落态势,构成江苏高质量发展的隐忧。根据高质量发展水平测度结果以及短板因素,提出进一步提升发展质量的对策建议:突出创新投入和生产技术进步之间的对接,突出消费投资结构调整和城乡一体化融合发展,突出绿色产业体系的构建,突出从追求规模到追求质量转变,突出扩大社会基本保障面基础上的机会公平。

Based on the Five Development Concepts including innovation, coordination, green development, opening up and sharing, an index system of high-quality development level is proposed to measure and analyze the development quality of Jiangsu through the principal component analysis. The results show, during the period 2001- 2017, the Jiangsu high-quality development index increased from 0.987 to 4.302, with an average annual growth rate of 9.64%, but the growth rate declined after 2012. In its composition, the quality of innovation development and the quality of sharing development contributed the most to the improvement of Jiangsu's high-quality development level, with an average annual growth rate of 12.9% and 20.54% respectively. The contribution of coordinated development quality and green development quality was weak, with an average annual growth rate of 1.9.% and 5.17% respectively, the quality of open development and the quality of coordinated development all demonstrated a downward trend, which constituted potential adverse effects for the high-quality development. According to the results of high-quality development level measurement and short-board, structural optimization suggestions are proposed as the following: highlighting the connection between innovation investment and the technology development, emphasizing the integration development of consumption investment structure and the integration of urban and rural areas, shifting from the quantity to quality, and enlarging the protection of the equai opportunity in the basic social security system.
