工矿型小城镇镇区规划发展策略探讨——以济南市莱芜区牛泉镇为例

Discussion of the strategy of planning and development in small industrial and mining townships——A case study of Niuquan Town in Laiwu District of Jinan City

在新型城镇化的背景下,小城镇的发展进入以提升质量为主的转型发展新阶段.工矿型小城镇因资源优势迅速崛起,但其传统粗放的发展模式减缓了城镇化的进程.以济南市莱芜区工矿型小城镇牛泉镇镇区为例,分析了牛泉镇镇区发展面临的主要问题:矿产压覆和镇区发展矛盾、矿产压覆区土地规划建设“真空”问题、工业发展问题.结合其现状和发展需求,从镇区整体搬迁、工业园区建设、矿产压覆区土地使用策略三方面提出规划发展策略.着眼于解决工矿型小城镇发展过程中遇到的实际问题,以期此案例对同类型的小城镇镇区的规划发展有所启发.

Under the background of new urbanization, small towns have entered a new phase of transformation and development that focuses on quality improving. Small industrial and mining towns have rapidly emerged due to resource advantages, but their traditional mode of development has slowed down the process of urbanization. Taking the industrial and mining town of Niuquan Town in Laiwu District of Jian City as an example, this paper analyzes the main problems that the township is facing in the development process. These issues include the contradiction between mineral covered areas and the issues of township development, industrial development, and the land use and planning in the mineral covered areas. Combined with its reality and development needs, this paper puts forward the planning and development strategy from three aspects: the whole relocation of towns, the construction of industrial parks, and the land use of mineral covered areas. It aims to solve the practical problems encountered in the development of small industrial and mining towns in order to provide useful information for towns of the same type.
