基于供给侧考虑的公租房运行满意度研究——以苏州福运公寓为例

A Study on the Satisfaction of Public Rental Housing Operation Based on Supply-side Considerations:A Case Study of Fuyun Apartment in Suzhou City

公共租赁住房是否高效率运行是衡量政府民生工作绩效的重要指标。然而有些城市只把它当作一个政绩工程,在供给过程中没有很好的规划和制度建设,严重影响了住户满意度,制约了公租房制度的高效运行。2015年,习总书记提出的“供给侧改革”为新常态下如何解决社会民生问题指明了方向。本文首先围绕供给侧的前提(供给质量)、重心(制度供给)和根本目的(以人民为中心),从公租房实物供给、政策制度、公共服务和住户感知这四个层面,共选取了17个公租房运行满意度评价指标,并用层次分析法确定指标权重,构建了公租房运行满意度评价指标体系。其次,以苏州市福运公寓住户为研究对象,运用模糊综合评价法对公租房运行满意度进行分析。最后,围绕供给侧的前提、重心和深化,提出提高公租房运行满意度的对策与建议,最终提升公租房制度、服务和住房品质,提高受保障者满意度,实现公租房的高效运行。

The efficient operation of public rental housing is an important index to measure the performance of government people's livelihood. However, some cities only regard it as a political achievement project. There is no good planning and institutional construction in the supply process, which seriously affects the satisfaction of households and restricts the efficient operation of the public rental system. In 2015, the Supply-Side Reform proposed by General Secretary Xi pointed out the direction of how to solve the problems of social livelihood under the new normal. This article first focuses on the supply side of the premise(supply quality), the focus(system supply) and the fundamental purpose(people as the center), from the public housing supply, policy system, public services and household perception of these four dimensions. A total of 17 indicators were selected for the evaluation of the running satisfaction of public rental housing, and the weight of the index was determined by the analytic hierarchy process. Secondly, with the residents of fuyun apartment in Suzhou city as the research object, the paper analyzes the satisfaction of the operation of public housing by using fuzzy comprehensive evaluation method. Finally, based on the premise, focus and deepening of the supply side, this paper puts forward some countermeasures and suggestions to improve the running satisfaction of public rental housing, and finally improve the quality of public rental housing system, service and housing, improve the satisfaction of the insured, and realize the efficient operation of public rental housing.
