“放管服”背景下高校科研经费管理研究

Study on the Management of Scientific Research Funds in Universities based on the Reform of “Delegate Power, Improve Regulation and Services”

结合高校科研经费管理工作中的实际问题,提出了“放管服”背景下的高校科研经费管理中存在的难点。在相关政策的指导下,提出高校科研经费管理优化策略:健全分级管理体系,明确职责分工;优化经费预算管理,灵活使用经费;创新监管措施,以信任为前提,以监管为保障;构建完善的科研经费管理服务体系。

According to the practical problems in the management of scientific research funds in universities, this paper points out the difficulties existing in the management of scientific research funds in universities under the background of the “delegate power, improve regulation and services” reform. Furthermore, under the guidance of related policies, this paper puts forward some strategies for the optimization of the management of scientific research funds in colleges and universities: improving the grading management system, clarifying the division of responsibilities, optimizing the budget management of funds and using funds flexibly, innovating the supervision measures, taking trust as the premise and supervision as the guarantee;Constructing perfect management and service system of scientific research funds.
