摘要 校企科研合作是高校服务地方的有效途径,是提高企业竞争力,推动地方经济发展的主要方式。在经济相对落后的部分少数民族地区,校企科研合作松散,模式单一,成效不佳。这不仅因为政府引导缺乏整体规划,高校政策放开不够,而且因为校企协同不足,未能形成最大合力。构建基于产业集群发展方向的政、校、企三方“联动”校企科研合作模式将充分发挥政府的服务效能,提高高校和企业的积极性与主动性,拓宽合作领域与渠道,让三方立足地方经济发展实际,实行深度有效协同合作。 University-enterprise scientific research cooperation is an effective way for universities to serve the local areas, and is the main way to improve the competitiveness of enterprises and promote local economic development. At present, in some minority areas where the economy is relatively backward, the cooperation of scientific research between schools and enterprises is loose, the mode is single, and the results are not good. This is not only because of the lack of overall planning under the guidance of the government and the inadequate liberalization of University policies, but also because of the insufficient coordination between schools and enterprises, which fails to form the greatest synergy. Constructing the “linkage” mode of scientific research cooperation between government, school and enterprise based on the development direction of industrial clusters will give full play to the service efficiency of the government, improve the enthusiasm and initiative of universities and enterprises, broaden the cooperation fields and channels, and let the three parties base themselves on the actual development of local economy and implement deep and effective cooperation.
