摘要
虽然各级政府和部门针对科技信用缺失问题进行了制度等方面的设计,但由于违约成本低、可执行性差、信息共享机制不健全等原因导致我国科技信用管理仍然存在诸多问题,背离科学道德、科研失信等行为不同程度存在。将近两年兴起的区块链技术应用到科技信用管理中,利用其分布式、开放性、共识机制等特点改造科技信用管理体系,设计了基于区块链的科技信用管理系统架构,提出了以项目为中心的区块链结构,科技信用记载、审核、监督以及信息共享等机制,可以在一定程度上优化科技信用管理体系,提升科技信用管理的共享性、完整性和可行性。
Although the governments and departments at different levels have designed some institutions for the lack of scientific and technological credit, however, due to the low cost of penalty, poor enforceability and imperfect information sharing mechanism, there are still many problems in the management of scientific and technological credit in China. Deviation from science, morality in scientific research, dishonesty and other acts still abound. In this paper, the blockchain technology, which has arisen in the last two years, has been applied to the credit management of science and technology. Using its distributed, open and consensus mechanism to transform the credit management system of science and technology. The architecture of credit chain management system based on blockchain is designed, and the structure of blockchain based on project, the mechanism of scientific and technological credit record, audit, supervision and information sharing are put forward in this paper. This study can optimize the management system of science and technology credit to a certain extent, and improve the sharing, integrity and feasibility of credit management of science and technology.
