公共教育支出、人力资本积累与制造业结构升级——基于总量与结构效应双重视角的实证分析

Public Education Expenditure, Human Capital Accumulation and Upgrading of Manufacturing Structure: Based on the Empirical Analysis of the Gross and Structure Effect

利用2000-2015年省际面板数据,在分析人力资本积累的制造业结构升级效应的基础上,依次引入公共教育支出总量和结构,研究人力资本积累对制造业结构升级的影响是否受公共教育支出影响及其影响效果,实证结果表明:人力资本积累促进了制造业结构升级,且高端制造业的正效应最强;公共教育支出的总量效应强化了人力资本积累对制造业结构升级效应的促进作用;初等、中等和高等教育支出弱化了人力资本积累的低端制造业负效应,强化了人力资本积累的中端制造业正效应,但在促进高端制造业发展方面效果并不显著。

Using provincial panel data from 2000 to 2015, introducing the gross and structure of public education expenditure, this paper studies whether the impact of human capital accumulation on the upgrading of manufacturing structure is influenced by public education expenditure and the extent of influence based on the analysis of the upgrading manufacturing structure effect of human capital accumulation. Empirical results show that human capital accumulation promotes the upgrading of manufacturing structure, and the positive effect of high-end manufacturing is the the strongest;the aggregate effect of the public education expenditure strengthens the promoting effect of human capital accumulation on the upgrading of manufacturing structure;the negative effect of human capital accumulation on low-end manufacturing is weakened by the initial, middle and higher education expenditure and the positive effect of human capital accumulation on the mid-end manufacturing industry is strengthened;however, human capital has little effect in promoting the development of high-end manufacturing industry.
