长三角城市群工业绿色创新发展效率及其协同效应研究 被引量:29

Study on the Synergistic Effect of Industry’s Green and Innovation Development in Yangtze River Delta Urban Agglomeration

摘要 长三角城市群被誉为全球第六大城市群,是中国最具发展活力的城市群,其工业的高质量发展也要做到工业绿色发展和工业创新发展。本文通过采用全局超效率SBM模型和耦合协调度模型对长三角城市群18个重要城市的绿色发展效率、创新发展效率和绿色创新协同程度进行测算,研究表明:长三角城市群工业绿色发展效率保持稳步增长;创新发展效率整体偏低,发展缓慢;绿色创新协同效应显著,平稳增强。总体而言,上海、浙江的整体效应优于江苏,江苏省内扬子江城市群优于苏北。为推动长三角城市群绿色创新协同效率的发展,应加快创新技术研发,推动绿色生产技术改善;优化环境规制政策,建立产业生态补偿制度;发挥地区比较优势,建设开放创新平台。 The Yangtze River Delta urban agglomeration is a demonstration area of China.The high-quality development of the industry needs to achieve green industrial development and innovative industrial development.Based on the city-level panel data of Yangtze River Delta urban agglomeration from 2013 to 2017,this paper uses global super-efficiency SBM model and coupling coo-rdination degree model to measure the green development efficiency,innovation coordination efficiency and green innovation synergy effect of 18 important cities in Yangtze River Delta urban agglomeration.The results show that:the industrial green development efficiency of the Yangtze River Delta urban agglomeration keeps steady growth;the overall innovation development efficiency is low and slowly development;the synergistic effect of green innovation is remarkable and steadily enhanced.Generally speaking,the effect of Shanghai and Zhejiang Province is better than that of Jiangsu Province,and that of southern Jiangsu Province is better than that of northern Jiangsu Province.In order to promote the development of synergistic efficiency of green innovation in Yangtze River Delta urban agglomeration.We should accelerate the research and development of innovative technology,promote the improvement of green production technology,optimize environmental regulation policy,establish industrial ecological compensation system,use the comparative advantages of innovative regions and build an open innovation platform.
