摘要
针对肯尼亚蒙内标轨铁路工程建设物资供应种类多、数量大、标准高、进口供应周期长的特点,以及工程所在地肯尼亚工业产品和资源匮乏的问题,蒙内铁路项目在分析各项物资供应环节问题的基础上,提出了物资集中供应模式,包括:物资分类、管理架构设置、计划管理、采购管理、质量控制、进出口和清关、信息化、成本核算、管理考核等方面,以解决物资供应保障过程中遇到的难题,保证物资供应的顺利进行,实现入场物资质量零缺陷,维护工程项目和各参建单位的利益。
Material procurement of Kenya Mombasa-Nairobi standard railway project has features of diversity, high quality standard, big amount and long supply cycle. Local resources and products are scarce at the same time. Based on analyzing difficulties in the supply cycle, the project raised an integrated supply model, including material classification, management structure, schedule management, procure management, quality management,import and clearance, information system, cost management and assessment. This model effectively resolves the difficulties in the supply process and facilitated supply order. Meanwhile, quality and cost are ensured during the process, which give benefits to the project and construction unit. Inte-grated material supply model would be optimized during continuous practice and contribute precious experience to overseas railway project material management by Chinese enterprises.
