加强铁路建设项目可行性研究阶段行业评审管理工作的思考

The Thoughts on Strengthening the Management of Profession Assessment in the Feasibility Study of Railway Construction Projects

铁路建设项目可行性研究阶段开展行业评审是国家铁路局监管履职的一项重要工作,是国家发改委批复(核准)铁路建设项目征求行业管理部门意见的重要环节。目前支撑国家铁路局开展铁路建设项目行业评审管理的法律法规不健全,不利于铁路行业评审管理工作依法合规开展。通过分析目前铁路建设项目行业评审存在的不足和面临的新形势,提出加强铁路行业评审管理工作的具体措施,力求进一步保障铁路行业评审依法履职尽责,促进铁路行业评审工作制度化、标准化、规范化、公开化。

It is an important task for Nation Railway Administration to carry out profession assessment in the process of feasibility study of railway construction projects, and it is also an important link for National Development and Reform Commission to authorize railway construc-tion projects and seek the advice of profession management departments. At present, the laws and regulations supporting Nation Railway Ad-ministration to carry out the profession assessment and management of railway construction projects are not perfect, which is not conducive to the development of the profession assessment and management in accordance with the law. Based on the analysis of the shortcomings and new situation of railway construction project profession assessment, this paper puts forward concrete measures to strengthen the management of railway profession assessment, and tries to further ensure that railway industry assessment fulfills its duties according to the law.
