中国乡村振兴战略的几点新思考——以山东省辛泉村为例

New Reflections on the Strategy of Rural Revitalization in China Taking Xinquan Village in Shandong Province as an Example

新工业化高速发展与农村经济状况差距拉大的时代背景下,为解决农村的发展与建设问题,中国政府在全国范围内实施乡村振兴战略并取得了一些成功经验。首先整理了中国乡村振兴战略提出的背景和中国乡村振兴战略的具体内涵,以及浙江省、江西省、山东省的几个地区乡村振兴的方式与基本情况,然后重点考察山东省辛泉村的乡村振兴推进情况。山东省辛泉村曾实施村庄“五化”工程提升策略,以此强化基础设施建设,改善农村人居环境;创办暖通工业园区,实现村企联动式发展;提高村庄文化软实力,弘扬乡风文明正能量;阳光村务赢民心,通过制度实现规范化管理。通过重点考察山东省辛泉村,对中国乡村振兴战略成功的原因产生了几点新思考:领导者的决策与政策一贯性,村民的积极回应与热情参与,泛政府层面的大力支持,等等。总之,中国乡村振兴战略已取得一定成效,打造乡村特色文化是凝聚民心民力的关键。

In order to solve the problem of rural development and construction under the background of the widening gap between the rapid development of new industrialization and the rural economic situation,the Chinese government has implemented the strategy of rural revitalization nationwide and gained some successful experiences.This paper first sorted out the background and specific connotation of the strategy of rural revitalization in China,as well as the methods and basic conditions of rural revitalization in several areas of Zhejiang,Jiangxi and Shandong provinces,and then focuses on the promotion of rural revitalization in Xinquan Village in Shandong province.Xinquan Village has implemented the upgrading strategy of"five modernization"project to strengthen infrastructure construction and improve the rural living environment;set up HVAC Industrial Park to realize the linkage development between village and enterprise;improve the soft power of village culture and promote the positive energy of rural culture;win the hearts of the people by sunshine village affairs and achieve standardized management through the system.By focusing on Xinquan Village in Shandong Province,the author has some new thoughts on the reasons for the success of the rural revitalization strategy in China:the consistency of the leaders'decision-making and policy;the positive response and enthusiastic participation of villagers;the strong support from the pan-government level,and so on.In short,the Chinese rural revitalization strategy has achieved further results.It is realized that the key to uniting the people's hearts and minds is to build the characteristic rural culture.
