摘要
在中央和地方政策支持下,家庭农场作为一种新型农业经营主体,呈现出旺盛的生命力。然而,家庭农场发展过程中面临土地流转期限较短、流转合同不规范、流转违约率高等一系列问题,这不仅影响了家庭农场土地经营权稳定性,也影响了家庭农场的长期投资经营。为此,在分析家庭农场土地流转及其双方续约意愿现状的基础上,构建了家庭农场土地流转双方续约意愿模型,分析了制约流转双方续约意愿的原因,提出促进流转双方续约意愿的具体策略。研究表明:相关部门可通过加强土地基础设施建设、提高土地流转社会支持度、增强流转合同约束力、提高土地流转满意度等方面,提高家庭农场土地流转双方续约意愿,进而提高家庭农场土地经营权稳定性。
With the support of central and local policies, family farms, as a new type of agricultural business, have shown great vitality. However, in the process of family farm development, it faces a series of problems such as short land transfer period, irregular circulation contract and high turnover default rate. This affects not only the stability of family farm land management rights, but also the long-term investment operation of family farms. To this end, based on the analysis of the family farm land transfer and the status quo of their willingness to renew their contracts, this paper constructs a model of the willingness to renew the contract between the two sides of the family farm, analyzes the reasons for restricting the willingness of both parties to renew the contract, and proposes to promote the renewal of the two parties. Specific strategies for willingness. The research shows that the relevant departments can promote the willingness of both parties to renew their land on the family farm by strengthening the construction of land infrastructure, improving the social support of land transfer, enhancing the binding force of the transfer contract, and improving the satisfaction of land transfer. This can also improve the stability of land management rights in family farms.
