美国到底有没有产业政策?——从《美国先进制造业领导战略》说起

Do Industrial Policies Exist in America?A Discussion from the Advanced Manufacturing Leadership Strategy of the United States

近期发布的《美国先进制造业领导战略》展示了“特朗普时代”美国引领全球先进制造业的美好愿景,提出通过发展和推广新的制造技术等三大战略任务,确保美国国家安全和经济繁荣。事实表明,美国政府通过制定产业发展战略、行动计划等政策方式,持续提升了美国先进制造业的核心竞争力。先进制造业是我国经济高质量发展的压舱石和助推器。基于此,本文在阐述《美国先进制造业领导战略》基本内容的基础上,重点研究梳理了美国政府支持产业发展的相关产业政策,并提出了对我国发展先进制造业的几点启示。

The “Advanced Manufacturing Leadership Strategy of the United States” demonstrates the “Trump Times” America's vision of leading the world's advanced manufacturing industry, and proposes three strategic tasks, including the development and promotion of new manufacturing technologies, to ensure US national security and economic prosperity. Advanced manufacturing is the ballast stone and booster for the high-quality development of China's economy. Based on this, based on the basic content of the “Advanced Manufacturing Leadership Strategy of the United States”, this paper focuses on the relevant industrial policies of the US government to support industrial development, and puts forward some inspirations for the development of advanced manufacturing in China.
