Research on Soft Power of Opening to the North in Inner Mongolia under the Background of "The Belt and Road"

在内蒙古向北开放经济带建设中,不仅要与俄罗斯、蒙古国广泛开展经贸合作,还应注重软实力的跟进,软硬实力相互配合、协调发展,才能打开向北开放的良好局面。从政策制度、文化交往、生态环境、公共服务和科技人才五个方面,构建起自治区向北开放软实力的支撑体系,提出内蒙古向北开放软实力提升的可能性对策。

The construction of economic belt opening to the north of Inner Mongolia should not only carry out extensive economic and trade cooperation with Russia and Mongolia, but also pay attention to soft power. The cooperation and coordinated development of soft and hard power can form a good situation of opening up to the north. This paper constructs the supporting system from five aspects, which are policy system, cultural communication, ecological environment, public service and scientific and technological talents, then puts forward feasible countermeasures for the promotion of soft power of opening to the north in Inner Mongolia.
