新型农业经营主体培育的首要问题在于获得农地经营权。农民思想保守,缺乏合同契约意识;土地流转程序不规范;土地流转价格制定不合理;土地流转期限短;土地流转用途不明确或改变土地用途;农村土地流转机制不完善等因素制约了新型农业经营主体发展。

The primary problem in the cultivation of new agricultural management is to obtain the right to operate agricultural land.Some factors restrict the development of main body of the new agricultural management,Such as the farmers thought is conservative,lack of contract consciousness,the procedure of land transfer is not standardized,the price land of land transfer is unreasonable,the term of land transfer is short.The land use is not clear and the mechanism of land transfer is imperfect.
