中国区域高技术产业技术创新能力的比较研究——基于两阶段视角的实证分析

The Comparative Study of Technological Innovation Capability of China’s Regional High-tech Industry: Based on the Empirical Analysis from the Two-stage Perspective

高技术产业是衡量区域经济发展水平和竞争力的核心标志。研究不同区域的高技术产业技术创新能力有利于制定有针对性的创新对策,从而促进区域高技术产业技术创新能力的提高,进而提高区域经济发展水平。本文将高技术产业的技术创新过程分为技术研发和技术成果转化两个阶段,分别构建了两个阶段的高技术产业技术创新能力评价指标体系,运用SPSS软件分别对两个阶段下我国31个省市的高技术产业技术创新能力进行因子分析。研究表明:在两个阶段下,东部地区高技术产业技术创新能力最强,中部次之,西部最弱;在技术研发阶段,各区域技术创新总体规模与环境支持能力不匹配;在技术成果转化阶段,各区域创新水平与创新资金支持能力不匹配。提高区域高技术产业技术创新能力,在技术研发阶段应该优化创新环境,提高产出效率。在技术成果转化阶段应该增加R&D经费投入,提高市场化程度和产业化效益。

High-tech industry is the core symbol to measure the level of regional economic development and competitiveness. Studying the technological innovation capability of high-tech industries in different regions is conducive to formulating targeted innovation countermeasures, promoting the improvement of regional technological innovation capability of high-tech industries, and thus improving the level of regional economic development. In this paper, the technological innovation process of high-tech industry is divided into two stages: technological research and development stage and technological achievement transformation stage. The evaluation index system of technological innovation ability of high-tech industry in two stages is constructed. Then the factorial analysis model was used to make an empirical study on the technological innovation ability of high-tech industry in 31 provinces in these two stages.The research shows that: in the two stages, the technological innovation ability of high-tech industry in eastern region is the strongest, followed by the central region and the technological innovation ability of western region is the weakest;in the stage of technological research and development, the overall scale of technological innovation in each region does not match the environmental support ability;and in the stage of technological achievement transformation, the innovation level of each region does not match the innovation financial support ability. In order to improve the technological innovation capability of regional high-tech industries, we should optimize the innovation environment and improve the output efficiency in the stage of technological research and development. In the stage of technological achievement transformation, we should increase R&D investment, and improve the degree of marketization and industrialization benefits.
