摘要
人才是高校科学发展的核心要素和第一资源,人才队伍建设水平是一流大学核心竞争力的集中体现。高校作为高层次人才的聚集地,是服务创新驱动发展战略的加速器和孵化器。针对陕西高校人才队伍建设现状,聚焦人才发展体制机制、结构与数量、环境与氛围以及青年人才储备等突出问题,从加强顶层设计、深化体制机制改革、坚持以用为本、注重项目引领和重视青年人才培育等5个方面系统阐述了解决问题的对策和建议。对破解当前高校人才发展难题提供了有效的途径和方法。
Talents are the core element and the first resource of scientific development in universities.The level of talents team construction is the centralized embodiment of the core competitiveness of top universities.As the gathering of high-level talents,universities are the accelerator and incubator of service innovation-driven development strategy.According to the current situation of talent team construction in Shaanxi universities,among the prominent problems are talent development system and mechanism,structure and quantity,environment and atmosphere,and youth talent reserve.Based on discussions of strengthening top-level design,further deepening the reform of mechanism,insisting the use-oriented,focusing on project guiding and attaching importance to young talent cultivation,this paper systematically expounds the countermeasures and suggestions to solve the problems.And it provides an effective way and method to solve the current problems of talent development in universities.
