社会政策体系建设是现代国家建设的重要内容,是现代文明的标志和产物。改革开放以来,我国的社会政策体系建设经历了复杂的转型过程,社会政策体系建设的理念逐渐清晰,与社会主义市场经济相适应的社会政策体系基本建立并日渐完善,社会政策体系的作用和效果初步显现。同时,社会政策体系也存在保障功能较弱、制度碎片化和差异化、基本公共服务体系不完善、管理能力弱、财务可持续性差等问题。建立健全社会政策体系,解决发展过程中的不平衡不充分问题,是新时代社会政策体系建设的重要任务。社会政策体系建设的基本思路,一是着力解决福利保障不充分问题,补齐民生短板;二是着力解决福利保障不平衡问题,均衡群体间的福利保障待遇水平;三是促进社会政策的体系整合,减少制度碎片化和差异化;四是提高社会政策的管理服务能力,提高运行绩效。

The construction of social policy system is a symbol and achievement of modern civilization, and is an important part of modern state construction. Since the reform and opening up, China’s social policy system has undergone a complicated transformation process. A social policy system which is compatible with the socialist market economy has been basically established and gradually improved. However, the social policy system also has many problems such as limited security functions, fragmentation and differentiation, imperfect basic public service systems, limited management capabilities, and poor financial sustainability. Establishing a sound social policy system and solving the problems of insufficient and imbalance is an important job in the construction of a social policy system in the new era. Basic ideas and main advices on social policy system construction are as following: First, fulfilling the shortcomings of the people’s livelihood, and solving problems of inadequate welfare protection. Second,solving the problems of imbalance,such as providing fair social security for all social groups, reducing institutional fragmentation and differentiation;enhancing the ability of social policy management and improving operational performance.
