基层组织与脱贫攻坚——基于贵州省巴布村的考察

作为中国最具典型的石漠山区代表,贵州省兴义市巴布村无疑是一个由"极贫"到攻坚"脱贫"的范例。长期以来,如何战胜贫困、摆脱落后已成为一代又一代巴布人梦寐以求的强烈夙愿,而今这一愿望却离人们是如此之近,并奇迹般地即将被变成为现实图景,令人振奋。在巴布村,以"五人小组"为代表的新型农村基层组织,顺应时势之需,始终不忘习近平总书记的殷殷嘱托,发扬牢记使命、敢于担当、勇于作为的责任意识,在全省、州、市脱贫攻坚的主战场上扮演着"尖刀班"角色,并在攻克巴布村这类"硬骨头"(省级一类贫困村)的脱贫战役中发挥着不可替代的作用。诚然,如何充分挖掘好、总结好、宣传好"五人小组"这一新型农村基层组织在巴布村的帮扶之路、工作之魂、经验启示,最大限度提升该组织资源的能动作用,具有特殊的重要性。基于此,近期我们对巴布村进行了系统的调查研究,形成了一些基本的认识。

The main battlefield plays the role of "spirit knife class" and plays an irreplaceable role in the battle against the poverty of the "hard bones" such as Babu Village. Based on this, how to fully excavate, summarize, and publicize the "five-person group", a new rural grassroots organization in the Bab village, the road to help, the soul of work, and the enlightenment of experience, to maximize the energy of rural grassroots organizations , with special importance and value of the times.
