“一带一路”沿线国家儿童可持续发展监测指标体系构想

The Formulation of the National Sustainable Development Monitoring Index System for Children along “the Belt and Road”

进行儿童发展监测是联合国2030年可持续发展目标的重要内容。“一带一路”作为新兴的合作联盟,地域面积广、涉及国家多,且国别间差异明显,以这些国家为监测对象开展儿童可持续发展监测能客观地反映沿线各国儿童权利保障的现实状况以及可持续发展目标的落实情况。本研究以可持续发展指标模型和儿童发展的相关理论为指导,从与儿童相关的政策要求和“一带一路”国家的现实角度出发,借鉴可持续发展监测惯用的PSR模型构建出儿童可持续发展指标体系。该指标体系体现了以沿线各国的现实状况为立足点,以保护所有儿童的权利为着眼点,以指标自身特性的完善为关键点,以关注影响儿童可持续发展的外部环境和儿童参与的重要性为突破点等特点。

The realization of children's sustainable development is a crucial component of the UN 2030 sustainable development goals and an effective measure to protect children's rights. As being an emerging alliance,"The Belt and Road” covers wide geographical areas, and in which exists distinctive differences among various countries. The monitoring of sustainable development of children in these countries can objectively reflect the reality of the protection of children's rights and the implementation of the sustainable development goals. Based on sustainable development index model and the related theory of children development, this study complied with the child-related policies and the realities of the countries that locate on the "The Belt and Road” route to construct the children's sustainable development index framework by employing the PSR model of sustainable development monitoring as the reference. The new established index framework obtains distinctive features as it stands on the realities of countries along the "The Belt and Road” route, highlights the protection of children's rights, sets the improvement of the indices characteristics as the key point, and concerns on the external environmental factors of children's sustainable development and the importance of children's involvement and engagement.
