新型渔农村集体经济“飞地”抱团发展模式创新研究——以浙江省舟山市嵊泗县联建联购项目为例

On the Innovation of Cooperative Development Model of the “Enclaves” in New-Type Rural Collective Economy——A Case Study of Joint Construction and Purchase Project in Shengsi County

在乡村振兴战略实施和实现全面小康社会背景下,舟山市嵊泗县“飞地”抱团发展渔农村集体经济突破了地域限制。在空间上,对处在不同发展层次和水平的村集体,在土地、资金等资源和乡村治理体系方面进行再造,实现了村集体经济的联合和共同发展,为舟山市乡村振兴实施提供了一个全新生动的实践样本。在此基础上,细致梳理和研究了该发展模式的生成逻辑及具体的运作方式并找出其发展特点,为进一步拓展、深化和推广该模式提出了若干建议。

In the background of the implementation of the strategy of rural revitalization and the realization of a well-off society in an allround way, the development of“ enclave” cooperation in Shengsi County have broken through the regional restrictions in developing rural collective economy. It has rebuilt in space such resources as land, capital and rural governance system, realizing the joint development and coordinated development of the rural collective economy at different development levels, thus providing a new successful example and vivid practical sample for the revitalization and implementation of the village in Zhoushan city. On the basis of this, this paper honestly sorts out and studies the development logic and the concrete operation mode of the“ enclave” cooperation development so as to find out its development characteristics. Some suggestions are advanced in this paper for further expanding, deepening and popularizing the model.
