“三治融合”视域下舟山市渔农村社区居家养老服务体系的构建

Construction of the Home-based Care Service System for Fishery and Rural Communities in Zhoushan from the Perspective of “Three-Governance Integration”

舟山市渔农村社区的老龄化程度日益严峻,凸显了进一步完善社区居家养老服务体系的重要意义。在“三治融合”的视域下,探讨其与社区居家养老服务的联系,并对舟山市渔农村社区居家养老服务开展的典型性实践进行反思,不仅需要全局思维、多元主体、资源有效链接,而且也存在着服务能力有待提升、法治观念有待夯实、敬老理念有待践行等问题。因此,基于“三治融合”的理论提出以自治为核心、法治为保障、德治为支撑的具体对策,进一步完善渔农村社区居家养老服务体系的构建。

The aging of the fishery and rural communities in Zhoushan has become increasingly severe, which highlights the significance of building a home-based care service system. It not only needs the overall thinking, multiple subjects and effective link of resources but also takes into account of such problems as upgrading service ability, consolidating the concept of rule of law and practicing the respect for the elderly, and so on, to explore its connection with community home-based care services and to rethink of the typical practice of home-based care service in Zhoushan fishery and rural communities from the perspective of the“Three-Governance Integration”. Therefore, based on the theory of“ Three-Governance Integration”, the paper puts forward specific countermeasures with autonomy as the core, the rule of law as the guarantee and the rule of virtue as the support, so as to further improve the construction of the home-based care service system in fishery and rural communities.
