摘要
对某卷烟厂核心部门——动力车间的特种设备进行风险评估,以期提高特种设备安全性,强化管理水平。应用层次分析法(AHP),结合卷烟厂动力车间特种设备管理实际,提出人员因素、设备因素、管理因素和环境因素共4个一级指标,以及各因素下共13个二级指标。根据决策目标,建立评价模型,构造比较判断矩阵,计算各指标的权重系数,进行一致性检验,最终得到评估结果。计算表明,所有比较判断矩阵满足CR<0.1,通过一致性检验;主要二级指标及权重系数为:安全管理制度(0.26453)、承压类设备(0.179737)、事故应急救援处理机制(0.168313)、机电类设备(0.0690679)和工作经验(0.0593649)等。据此,提出对策建议:重点强化安全管理制度,加强承压类和机电类特种设备检验,积极建立事故应急救援机制,重视员工工作经验培养。
The power workshop is the core department of a cigarette factory.In order to improve the safety of the special equipment and strengthen the management level,the risk of the special equipment of the power workshop is assessed.By applying the Analytic Hierarchy Process(AHP),according to the management practice of special equipment in the power workshop of cigarette factory,4 firstlevel indicators including personnel,equipment,management and environment are put forward,and 13 second-level indicators are put forward under above factors.According to the decision-making goal,the assessment model is established,the comparison judgment matrix is constructed,the weight coefficients of each index are calculated,the consistency test is carried out,and the assessment results are finally obtained.The calculation shows that all the comparative judgment matrices satisfy CR<0.1,which passes the consistency test;the main second-level indicators and weight coefficients are:safety management system(0.264 53),pressure equipment(0.179 737),emergency rescue mechanism(0.168 313),mechanical and electrical equipment(0.069 067 9)and work experience(0.059 364).Accordingly,countermeasures are put forward:emphasizing on strengthening the safety management system,strengthening the inspection of pressure and mechanical and electrical special equipment,actively establishing the emergency rescue mechanism for accidents,and emphasizing the training of employees'working experience.
