文化扶贫是扶贫开发的重要内容,公共图书馆是文化扶贫的有生力量。运用SWOT分析法,识别公共图书馆文化扶贫的内部优势、劣势和外部机会、威胁等因素,并构造道斯矩阵进行匹配研究,认为公共图书馆要发挥自身优势,抢抓发展机遇,积极面向贫困地区开展以人才帮扶、技术支持、信息开发、服务创新等为内容的SO最佳文化扶贫策略。

Cultural poverty is an important part of poverty alleviation.Public library is an important force for cultural poverty alleviation.The article identifies the strengths,weaknesses,opportunities and threats of public library’s cultural poverty alleviation.The SWOT Analysis helps to deduce different strategies by matching these factors with Dawes matrix.The best one is SO strategy,which shows the support on talents,technology,information and service innovation in poor regions.
