新时代我国社会保障领域的主要矛盾是人民美好生活需要与社会保障体系发展不平衡不充分之间的矛盾,主要表现在群体间利益固化、省区间收支失衡、制度高缴费与低保障不匹配、制度内抚养比高等方面,制约着社会保障功能的实现。必须全面深化改革,优化制度设计,建设统一多层次的保障体系,为人民共建共享经济发展成果提供基本途径与制度保障,助力新时代人民美好生活建设。

The main contradiction in the field of social security in China in the new era is the contradiction between the need for a better life of the people and the unbalanced development of the social security system,mainly manifested in the the solidification of the class interests,the imbalance of regional income and expenditure,the mismatch between high contribution and low income,etc. All these restrict the function of social security and the improvement of protection level. We must comprehensively deepen reforms,optimize system design,build a unified multi-level safeguard system and help build a better life in the New Era.
