东苕溪中上游防洪治理新思路探讨 被引量:8

摘要 东苕溪防洪工程关系着杭州市主城区和杭嘉湖东部平原的防洪安全。东苕溪流域已形成“上蓄、中滞、下泄”的防洪体系,但随着区域社会经济的进一步发展,也出现源头洪水控制能力仍显不足、洪水调控体系有待进一步完善等问题。针对东苕溪中上游防洪短板,结合新时期发展需求及治水理念,从扩增上蓄能力、加固挡洪大堤、优化蓄滞洪区和新辟外排通道等方面,探讨研究防洪治理新思路,从而确保杭州市主城区西线防洪安全,带动提升全流域防洪减灾能力。 The construction and dispatching project of Dongtiaoxi is related to flood control safety of the main urban area of Hangzhou and the eastern plain of Hangzhou-Jiaxing-Huzhou. The flood control system of Dongtiaoxi named as “storage, stagnation and discharge” is formed. However, it also faces some new problems with a view to further development of regional social economy. To address the problem of flood control in middle and upper reach of Dongtiaoxi, based on development needs and governance concept of flood disaster in new period, some new ideas for flood control are explored, including expansion of storage capacity, reinforcement of flood levees, optimization of flood storage and detention areas, construction of new drainage channel, etc., thereby, to ensure flood control safety for the west line of Hangzhou, promoting the flood control and disaster mitigation capacity of the whole basin.
