总体国家安全观是我国新时期对国家安全的顶层设计,以人为本是总体国家安全观的核心和目的,因此恐怖主义犯罪防控中要严格贯彻人权保障的基本精神。随着国际反恐形势的变化,我国恐怖主义犯罪呈现出组织结构团伙化,暴力手段多样化,渗透对象多元化的特点,为此,在恐怖主义犯罪的防控中应确立综合治理的反恐理念,强调法治和人权保障的反恐原则,注重专群结合的反恐模式,加强部门合作的反恐机制。

The basic spirit of human rights protection must be strictly implemented in the prevention and control of terrorist crimes. With the change of international anti-terrorism situation, terrorist crimes in China show the characteristics of organizational structure, diversification of violence and diversification of objects. Therefore, we must pay attention to comprehensive counter-terrorism in punishing terrorist crimes.
