国际法律新秩序下中国海权战略的选择

The option of China’s seapower strategy under the new international legal order

国际法律新秩序的发展为现代海权发展模式提供了新的机遇和挑战,也为国家海权发展方式提出了新要求。随着国家经济需求和安全需求的变化,在稳步推进21世纪海上丝绸之路倡议的过程中,中国的海权发展模式也需要实现创新与超越。中国应当综合分析国家海洋立场、周边海洋环境、周边邻国和主要海洋大国的海权战略,结合中国对海洋的新需求,建立以国家管辖海域的安全维护为基础,对海洋有效管控和综合利用为目标的积极包容的海权发展模式,实现海权与陆权统筹发展并向海权一定程度倾斜的目标。

Under the new international legal order, there are new challenges and opportunities for modern national seapower strategy which also impose new requirements on its mode and approach. With the development and variations of national economic and safety needs, China has to make innovation and advancement on the mode of seapower strategy, especially in the process of pursuing the 21st-Century Maritime Silk Road initiative. On deciding the China’s seapower strategy, we should base it on our maritime claims and interests, overlapping claims with neighboring countries, seapower strategies of surrounding and other major countries, and China’s needs on maritime space and resources. The seapower strategy of China is complicated, inclusive and positive, which is based on the right of self-defense, aimed at promoting the efficient management and comprehensive utilization of the sea,ultimately achieving the goal of coordinate capacity-building involving lands and sea, particularly the maritime capabilities.
