高铁时代旅财案件侦防对策研究

Study on the Investigation and Prevention Countermeasures of Theft in the High-speed Rail Era

高铁时代旅财案件是当前铁路多发的刑事案件类型之一,是影响铁路刑事犯罪格局的主要因素,高铁时代旅财案件的侦办数量和质量,不仅影响铁路旅客的财产安全,更关乎当前时期整个高铁运营的质量和声誉。在探寻高铁时代旅财案件侦破困境的基础上,针对性地从加强制度规范、创新侦查模式、利用信息手段、重视队伍建设、加大常识宣传、突出技术创新等六个方面探索论证了此类案件侦防对策,创新构想了“四眼一系统”平台建设,以期为指导实践探寻新路。

Theft in the high-speed rail is one of the most frequent criminal case, which is the main factor affecting the pattern of railway criminal crimes. The number and quality of dealing theft in the high-speed rail not only affect the property safety of passengers, but also affect the quality and reputation of the entire high-speed railway operation. For the study, the author mainly adopts literature research, quantitative analysis, survey method, case analysis and so on. In the end, the author puts forward how to strengthen the specification system, to innovate the mode of investigation, to use information means, to emphasize team construction, and to strengthen the propaganda and technological innovation. As an innovation idea, the author comes up with a creation of “Four eyes and a system” platform construction, and explores a new way to guide practice.
