摘要 水电工程施工周期长、作业面大,会对施工区生态环境带来较大影响。施工期引入环境监理对于落实环评及相关批复,保护施工区生态环境具有重要作用。通过系统分析小浪底工程、三峡工程、向家坝工程、白鹤滩工程施工期不同的环境监理模式及其特点,现有环境监理单位只有打造一支技术力量过硬、服务水平高的队伍,转变思路,树立市场的理念,全方位、高效、专业的为建设单位提供技术支持与服务,才能在未来的市场竞争中得到社会认可、获得发展与进步。 The construction process of hydropower projects is usually of significant impacts on the ecological environment of the construction site, as the construction period is long and the operating area is large. Environment supervision plays an important role in the ecological environment protection and implementing the environmental impact assessment (EIA) requirements and other relevant instructions. The environment supervision modes adopted in Xiaolangdi Project, Three Gorges Project, Xiangjiaba Project and Baihetan Project during the construction period are analyzed and the characteristics of these modes are summarized. Then, the future development trend and the service areas of the environment supervision work in large-scale hydropower projects are discussed.
