我国“适老化”无障碍环境建设基本情况

Basic Situation of Barrier-free Environment Construction Suitable for the Aging in China

党的十九大对我国社会主义现代化建设进行了全面规划、总体部署和精心安排,明确了新时代中国特色社会主义现代化建设的总任务和“新两步走”的战略目标,提出实施健康中国战略,要积极应对人口老龄化,构建养老、孝老、敬老政策体系和社会环境,把积极应对人口老龄化作为新时代中国特色社会主义建设的重大战略。无障碍环境建设,作为便于残疾人、老年人、孕妇、儿童在内的一切有需要人士自主安全地通行道路、出入相关建筑物、搭乘公共交通工具、交流信息、获得社区服务所进行的建设活动,也是新时代中国特色社会主义建设的重要内容。为积极顺应我国由“成年型”社会向“老年型”社会转型的趋势,全面开展“适老化”无障碍环境建设必然会成为化解人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾的重要举措。

The 19th National Congress of the Communist Party of China has made a comprehensive plan, overall deployment and careful arrangement for the socialist modernization construction of our country, defined the general task with Chinese characteristics and the strategic goal of “the new two steps” in the new era. It has put forward the strategy of implementing a healthy China, and actively responded to the aging population, and constructed the policy system and social environment for the aging, which is regarded as a major strategy for the construction of a society with Chinese characteristics in the new era. Barrier-free environment construction is an important part of socialism construction with Chinese characteristics in the new era, as it facilitates all people in need, including the disabled, the elderly, pregnant women and children, to freely and safely access roads, access to relevant buildings, take public transport, exchange information and access to community services. In order to actively conform to the trend of transition from the “Adult” society to the “Aging” society in China, the comprehensive development of barrier-free environment construction suitable for the aging will inevitably become an important measure to resolve the contradiction between people’s growing needs for a better life and unbalanced-inadequate development.
