认证推动高品质无障碍环境建设初探

Promote High Quality Construction of Accessible Environment by Certification

无障碍环境建设是所有社会成员平等参与社会、促进社会融合发展的重要举措。近年来,我国无障碍环境建设发展快速、成效显著,但仍存在管理缺失、设计标准难以落实、施工质量不达标等问题。本文通过对美国、日本、德国的无障碍认证评估体系进行梳理,深入分析我国无障碍环境建设监管机制,最后基于国外无障碍认证评估体系和我国无障碍环境建设现存问题,探究我国无障碍认证机制的建立,为推进无障碍环境建设高标准、高质量的发展提供基础支撑。

Accessible environment construction is an important measure for all social members to participate activities in society and promote social development. In recent years, accessible environment construction has made big progress in China. However, there are still some problems, such as lack of management, hard to implement design standards and poor construction quality. By summarizing the accessible environment certification systems in US, Japan and Germany, this paper analyzes the accessible environment supervisory administration of China, explores the establishment of accessible environment certification mechanism in China which was based on foreign accessible environment evaluation system and problems of accessible environment construction in China. The evaluation system will provide support for promoting high quality construction of accessible environment.
