鲁西南地区边缘型小城镇规划策略研究——以曹县梁堤头镇总体规划为例

Study on planning strategy of small marginal towns in southwest Shandong:A case study on the overall planning of Liangditou Town in Cao County

鲁西南地区边缘型小城镇在山东省小城镇发展格局中具有典型的代表性,对其开展规划策略研究将为山东省新型城镇化和乡村战略落实提供参考和借鉴。文章利用鲁西南地区180个边缘型小城镇的经济社会统计数据,从规模、产业和空间分布分析其发展特征,通过调整规划策略引导方向,进一步探索了此类型小城镇规划策略应对内容的变化,结合时代背景和发展趋势,将此类型小城镇的规划策略导向调整为“问题—规律—目标”3个方面,而规划策略应对内容主要体现在“规模—产业—空间—设施”4个方面,以菏泽曹县梁堤头镇总体规划为例,对规划策略导向和应对进行了应用研究。

The marginal small towns in southwest Shandong province are typical representative in the development pattern of small towns. The study on planning strategy of small marginal towns will provide reference to the new type of urbanization and the implementation of rural strategy. Using economic and social statistics data of 180 small marginal towns in southwest Shandong province, the development characteristics are analyzed from scale, industry and spatial distribution. By adjusting the planning strategy direction, the paper further explores the types of small towns planning strategy to cope with the change of the content. Combined with the era background and the developing trend of this type of small cities and towns, the planning strategic orientation is adjusted to "problem-rule-goal". The planning strategy should be mainly reflected in the four aspects of "scale-industry-space- facilities". Taking the overall plan of Liangditou Town of Cao County in Heze as an example, the application research on guiding and response planning strategy is implemented.
