公共文化服务体系建设的效能评估及其优化策略——以文化站为例

Effectiveness Evaluation and Optimization Strategy of Public Cultural Service System Construction——Taking Cultural Station as an Example

“提质增效”是近年来我国进行公共文化服务体系建设的重要内容。文化站作为基层公共文化服务的中心阵地,对于基层公共文化服务体系建设有着重要影响。然而,受现有体制设计及居民实际文化需求等内外部因素影响,当前文化站依然存在供需错位、边际效益递减、区域发展不平衡、居民收益低等问题。在新时代背景下,强化文化站在农村和基层公共文化服务体系建设中的统筹地位,建立健全居民需求表达机制和监督管理机制,是进一步提升我国公共文化服务效能的因应之策。

Improving quality and increasing efficiency is an important part of the construction of public cultural service system in China in recent years. As the center of grass-root public cultural service,cultural station has important impact on the construction of grass-root public cultural service system. However,due to the internal and external factors such as the existing system design and the actual cultural needs of residents,there are still some problems concerning the cultural stations,such as the distortion of supply and demand,the decline of marginal benefits,the imbalance of regional development,and the low income of residents. Under the background of the new era,strengthening the overall position of cultural station in the construction of rural and grass-root public cultural service system,establishing and improving the mechanism of residents’ demand expression and supervision and management of cultural station are the countermeasures to further enhance the effectiveness of public cultural service in China.
