摘要
美国职业技术教育的创新融资模式运用了"社会影响力债券"和"为成功付费"的融资组合,实现了两者优势互补。社会创新融资模式在设计理念、基本原理和具体操作上更加符合职业技术教育特点,推动了职业技术教育的公私合作模式变革和转型升级。在创新融资模式运行中,人力资源与劳动就业部门的协调和联结作用尤为关键,全方位的数据和信息服务承担着重要角色,同时最大程度上对地方政府、学校与社会机构进行放权和赋能,这些做法共同形成了以融资为主线的公私合作新格局。
The social innovation financing for the development of vocational and technical education in the United States has used the combination of "social impact bond" and "pay for success" to achieve complementary advantages. The financing innovation model has many new features in the design concept, basic principles and specific operations, which promoted the reform of public-private partnership in vocational and technical education.In the running of financing model, the United States attaches great importance to the coordination and linkage of the Ministry of Labor, providing a full range of data and information services for financing, maximizing decentralization to local, school and social institutions while fully empowering, ultimately form a comprehensive public-private cooperation model for vocational and technical education with financing as the focus.
