Press Release Helps with Reform and Opening up: Review and Prospect

本文简要回顾改革开放进程中新闻发布工作和制度建设的历程,并从改革开放,信息公开和媒体改革的角度来阐述新闻发布与这三个维度的关系,在此基础上,就新闻发布工作如何助力改革开放、服务于国家治理提出一些方向性的建议,包括:其一,以新闻发布助力国家治理现代化,实现互动沟通而非单向传播,促进问题解决而非只是阐释问题;其二,以新闻发布创新讲好中国故事的模式,不仅满足事实披露层面,而且追求更高层次的价值认同;其三,以新闻发布来构建公共沟通体系和创新宣传思想工作,注重实效而非只是强化过程或创新形式。

This paper briefly reviews the historical process of the work of press release and its institutional development during the reform and opening-up, and expounds the relationship between news release and other three dimensions: reform and opening-up, information disclosure and media reform. On this basis, it puts forward some directional suggestions on how news release can help with reform and opening-up and serve national governance, including: 1) press release helps to modernize national governance, realize interactive communication rather than one-way communication, and promote problem solving rather than just explain problems;2)innovating the mode of telling Chinese stories by news release not only meets the need of fact disclosure, but also pursues a higher level of value identification;and 3)attention should be paid to constructing public communication system and innovating the publicity and ideological work by news release, and to focusing on practical results instead of the processes or innovative forms.
